Malibu is the most involved jurisdiction we build in, and the most rewarding when the design is worth the wait. Here is what the city actually asks for.
Malibu requires planning approval before the building permit. All development inside city limits is subject to the Local Coastal Program unless exempt, and the pool and spa building submittal calls for three sets of architectural and structural drawings, planner-stamped sets, the Planning Commission resolution or notice of decision, structural calculations, and clearances from geology, coastal engineering, environmental health, wastewater and public works. Our recent Malibu projects have taken a year or more end to end; the figure is approximate and depends on the parcel.
Planning comes first
In Malibu the building permit is the last step, not the first. The city's Local Coastal Program applies to all development and activity within city limits unless the work is exempt, and a pool is typically processed through Planning before Building will accept the set. The building submittal itself requires the Planning Commission resolution or notice of decision, and two of the three plan sets must carry the green stamp of the planner of record.
What the building submittal contains
The city's pool and spa plan-check checklist calls for three sets of architectural and structural drawings, including a site plan showing pool, spa and equipment locations and the pool safety barrier; structural calculations; a soils memo listing every geology, geotechnical and coastal engineering report on the property; and clearances from Coastal Engineering, Environmental Health, the onsite wastewater program, Geology, Public Works and the water-quality management plan review. Fees are paid at submittal. Applications go through the city's online Building Permit Request Portal, with the counter open weekday mornings.
Why it takes as long as it does
Each of those clearances is its own review with its own queue, and several depend on site-specific reports that have to be commissioned and completed first. That is why our recent Malibu projects have run a year or more from first submittal to permit. We treat the time as design time: engineering, selections and long-lead orders happen while the clearances move, and construction starts the week the permit issues.
Drowning prevention and the barrier
The state rule applies in Malibu as everywhere else: a new or remodeled residential pool needs at least two of seven drowning-prevention features, shown on the site plan and verified at final. On bluff and hillside lots the enclosure line and the geology setback often have to be reconciled on the same drawing.
