Permitting a pool in the City of Ventura.

In short

Plans are submitted as PDFs through VenturaOPS, the city's online permit service, in no more than five files. The site plan must show property lines, easements, existing and proposed drainage, setbacks, and, on sloped lots, the upslope and downslope setback dimensions from the water line. The city does not publish a review target; our recent Ventura projects have cleared plan check in approximately one to one and a half months.

Submittal

The City of Ventura's Building & Safety Division takes all plans in PDF form through VenturaOPS, its online permit services portal, with a limit of five PDF files per submittal. The city's electronic submittal guide (BS-007) sets out the site plan standard: property lines, easements, existing and proposed lot drainage, and setbacks, with pools listed among the structures to be shown. Soils and geotechnical reports go in with the set, and the Title 24 energy forms are reproduced on the plans.

Slope setbacks on the site plan

Ventura's pool site-plan handout (BS 519) asks for two dimensions that catch people out on hillside lots: the upslope setback, measured horizontally from the water line to the toe of the slope, and the downslope setback, from the water line to the top of the slope, along with distances to property lines and structures. Those numbers determine whether the shell needs deepened footings, caissons or a retaining condition, which is why we survey before we draw.

Timing and inspections

The city does not publish a plan-check target. In our recent Ventura projects the review has taken approximately one to one and a half months, which makes it one of the faster jurisdictions on the South Coast. Inspections are requested by phone or through VenturaOPS by the business day before, and our sequence is pre-gunite steel and plumbing under pressure, bonding and electrical, pre-plaster, and final.

Barrier and safety features

The city's pool barrier handout references the state Swimming Pool Safety Act, which today requires at least two of seven drowning-prevention features on a new or remodeled residential pool. Our sets are drawn to the current statute, and the features are verified at final inspection.

  1. An enclosure isolating the pool from the home, meeting Health and Safety Code section 115923.
  2. Removable mesh fencing meeting ASTM F2286, with a self-closing, self-latching gate.
  3. An approved manual or power safety cover meeting ASTM F1346.
  4. Exit alarms on every door and window giving direct access to the pool.
  5. A self-closing, self-latching device on every direct-access door, with the release at least 54 inches above the floor.
  6. A water-entry alarm meeting ASTM F2208.
  7. Any other means of protection verified by an approved testing laboratory to the standards of a national organization such as ASTM or ASME.

My lot slopes. What changes?

The site plan must dimension the upslope and downslope setbacks from the water line, and those distances drive the structural design. A soils report often joins the set. It is routine work for us, and we tell you what the slope means before you commit.
